Last year I was in Srinagar to attend a training program and their I met a senior member of bjp working in mp government as minister.
He pointed out that in decades of 80s 90s 20s, the way MPs and MLAs behaved and used the privileges, civil society raised their voice and eventually some reforms happened.
The way these reformed turned out created another peculiar situation in which the influential MPs and MLAs were not affected but it affected rest of the lot.
The reforms give immense powers to Administration all schemes were subject to approval of DMs SDMs etc.
This in fact robbed the members of legislature of its powers and they were sandwiched between the demands of people they represent and Administration.
